Coordination and delivery of winter road maintenance in Groningen–Drenthe

Summary

The contract covers the coordination and delivery of winter road maintenance in Rijkswaterstaat’s Groningen–Drenthe coordination area during the winter seasons from 1 October 2027 to 31 May 2031. The work includes spreading salt or brine, ploughing snow when needed, coordinating operations, recording routes and work, and cleaning and inspecting winter-maintenance equipment. The contracting authority provides the winter-maintenance equipment and de-icing materials; the contractor must provide suitable vehicles, drivers, coordinators and a loader. The procurement is divided into five lots: Zuidbroek, Leek, Assen, Hoogeveen and Erm. The contract ends on 31 May 2031, with an option for the authority to extend it once for two years on the same terms. Tenders must be submitted through TenderNed by 9 December 2026 at 15:00. Tenders must be in Dutch and signed with a valid qualified electronic signature; variants are not permitted. The lowest-priced valid tender will win, provided the bidder meets the qualification requirements and is not subject to exclusion. Bidders must submit the required procurement passport and declarations, technical-capability and reference details, tender and price breakdown. Relevant experience and one reference contract are required for each lot bid for. During contract performance, the contractor must arrange an inspection of the vehicle fleet before each season, submit an execution plan on time, provide suitably trained and qualified staff, and operate an ISO 9001 quality management system.
