Fire insurance for the Municipality of Hoorn

Summary

The tender concerns broad-perils fire insurance for the property at the Municipality of Hoorn’s various locations and for educational premises, mainly primary and secondary schools. The insured property includes buildings, installations, business equipment and contents, and goods. Its current estimated total insured value is approximately EUR 840 million. The contract starts on 1 January 2027 at 12:00, runs initially for 36 months and is then automatically renewed in 12-month periods, up to a maximum total term of 120 months (10 years). The municipality intends to involve multiple insurance service providers, and applicants may offer only a partial share of the insurance risk. This is a two-stage restricted procedure: interested providers first submit a request to participate, and suitable candidates are invited to tender. Requests must be submitted through TenderNed in Dutch by 30 October 2026 at 12:00. Applicants must provide a signed European Single Procurement Document and meet the financial-strength, experience, staffing, authorisation and other suitability requirements. An insurer must have a qualifying financial rating and at least EUR 25 million in own funds, as well as experience in the previous three years insuring a comparable risk with an insured value of at least EUR 500 million. The premium is worth 60 points and service quality 40 points in the award assessment.
