Major Maintenance of Traffic Signal Installations 2027–2030

Summary

The tender concerns the renewal and maintenance of traffic signal installations and intelligent traffic signal systems (VRI/iVRI) for the Municipality of Haarlem. A framework agreement will be awarded to one contractor, with approximately 30 installations expected to be replaced during its term; this is an estimate and does not guarantee a corresponding volume of work. The works include removing existing equipment and cables; supplying and installing new 42 V controllers and iVRIs, signal lights, poles, detectors and cabling; implementing software; testing and commissioning the systems; and maintaining them. Each phase will be ordered separately, and each installation must be maintained for 52 weeks after handover. The framework agreement runs for four years, with one possible two-year extension. The bid must include a signed European Single Procurement Document, the required evidence, and one to three references demonstrating experience in three technical competency areas. The bidder must also have quality and environmental management at least equivalent to ISO 9001 and ISO 14001, and adequate liability insurance. The bid must include an implementation plan for replacing three signal installations, no longer than six A4 pages, and profiles for up to three key team members. Evaluation includes a pitch of up to 20 minutes and an interview of up to 40 minutes. The best price-quality ratio is assessed with quality and price each worth 50%: the implementation plan accounts for 30% of the total score, the pitch and interview for 20%, and price for 50%.
