Receipt, transport and processing of green waste and biomass

Summary

The procurement covers the receipt, transport and processing of green waste and biomass from the municipalities of Elburg, Oldebroek and Nunspeet. The work includes weighing and accepting waste, storage and transshipment where needed, and processing. A municipal bulk location must also be provided for Elburg and Oldebroek; Nunspeet uses its own location. Transport for Nunspeet and from alternative collection points is partly optional, whereas onward transport of waste delivered to the bidder's bulk location for Elburg and Oldebroek is required. Waste streams include coarse and fine green waste, leaves, grass cuttings and, optionally, wood chips; leaves and wood chips must be kept separate from other streams. The minimum processing standard is composting. The contractor must also arrange weighing and reporting and, where applicable, market the processed material. The procurement is divided into two lots: Elburg and Oldebroek, and Nunspeet. The draft framework agreement runs from 1 January 2027 to 31 December 2029, with two possible extensions of up to 12 months each, for a maximum term ending 31 December 2031. The estimated total value is EUR 1,100,000 excluding VAT, but this is an estimate and the municipalities do not guarantee a minimum volume of waste. Price accounts for 70% of the evaluation and quality for 30%; quality assessment includes CO2 reduction, the distance to the site and vehicle emissions standards. Bidders must submit the price form and required quality responses and meet the qualification and compliance requirements.
