PISA 2029
Summary
The procurement concerns the Dutch portion of the PISA 2029 assessment, to be carried out by a single contractor for the Dutch National Project. The contract covers online and offline delivery of the PISA 2029 assessment, school recruitment, data collection and management, and related analyses as described in the tender documents. It includes coordination with OCW and the National Knowledge Institute Education (NKO), data protection and privacy requirements in line with OECD guidelines and the GDPR, and regular reporting and governance through a project team and steering structures. The engagement spans approximately 4.5 years, with the contract starting around 19 January 2027 and the deliverables due by 1 July 2031. The estimated total contract value is €1,870,450 (excluding VAT). A minimum €200,000 must be reserved for additional analyses and €7,500 for an impact assessment of disclosure risks. The award will be based on economically most advantageous bid, evaluated against three quality criteria (Plan of approach, Quality of the research team, Communications and dissemination) with weights 50%, 35% and 15%, plus price. Applicants must meet extensive suitability requirements, including financial capacity, technical and professional qualifications, information security, and data protection obligations, and provide post-award documentation as required.
