Virtual Training and Examination System

Summary

The procurement covers four complete sets of a portable Virtual Training and Examination System (VOES) for training, exercising, examining and evaluating fire-service, leadership, coordination and crisis-management personnel. The supplier must deliver, implement, accredit, train users and provide full technical and functional management, hardware, software, updates, support and maintenance. The system must support up to eight participants at one location or four independent participants at four locations, use recognisable Dutch and VRMWB-specific environments and objects, and comply with NIPV examination and accreditation requirements. The contract starts on 1 January 2027 for three years, with two possible three-year extensions. Offers are assessed on price and quality, including the implementation plan, usability and recognisability, and innovation; a demonstration of up to 45 minutes is required. The bid deadline is 3 November 2026 at 10:00.
