Regional control centre for (waste)water assets in the Rijn and IJssel regional measurement system

Summary

The tender concerns the supply, implementation, connection of existing water and wastewater assets, and long-term maintenance of a new web-based regional control centre, or SaaS solution, for 13 municipalities and the water authority in the Rijn and IJssel area. The supplier is also responsible for communications between the control centre, equipment and indirect control centres. The first part must be operationally delivered to the municipalities currently using the regional control centre by 1 November 2028, and the second part to municipalities currently using local control centres by 31 May 2029. The initial contract term is 7 years, with up to four 2-year extensions and a maximum total maintenance period of 15 years. Tenders will be evaluated on the basis of the best price-quality ratio: price 40% and quality 60%. The bidder must submit one-off and maintenance prices, complete the price schedule, prepare a plan of approach of no more than 8 pages and 8,000 words, and attend a presentation of up to 2 hours including two cases. The bidder must also submit the required certificates, references, signed European Single Procurement Document and other documents required by the tender documents.
