Collective disability insurance

Summary

The tender concerns the provision and administration of collective disability insurance for the employees of Gemeente De Fryske Marren. The service covers WGA insurance, voluntary full disability insurance for employees (WIA 80–100%), policy and premium administration, claims handling, benefit processing, a prevention and reintegration programme, reporting and digital data exchange. The insurance must supplement statutory WIA benefits and the ABP disability pension. Approximately 631 employees and annual pensionable payroll of approximately EUR 39,791,000 are to be insured. The initial contract runs from 1 January 2027 to 31 December 2029, with two possible one-year extensions; the maximum term is five years. The estimated total value including extensions is approximately EUR 525,000. Bids must be submitted electronically by 10:00 on 27 October 2026. Price accounts for 60% and quality for 40% of the score. Quality assessment covers the prevention, vitality and reintegration plan, claims and complaints handling, additional insurance coverages and the contracting authority’s wish programme. The bid price must include all costs; any intermediary fee must be shown separately, and commission-based remuneration through the insurance premium is not permitted.
