Insurance services for the Municipality of Funchal in 2027

Summary

The Municipality of Funchal is procuring insurance services for 2027 under a one-year contract divided into ten lots. The lots cover motor vehicles; buildings and their contents under a multi-risk policy; municipal firefighters’ accident insurance; occupational accident insurance for employees covered by social security who started work after January 2006; environmental liability; professional and non-professional firefighters; parking-facility workers; electric-vehicle charging points; locally elected representatives; and miscellaneous insurance policies. The total maximum contract value is EUR 604,824.46 excluding VAT. The maximum values by lot are: motor insurance, EUR 98,865.25; multi-risk insurance, EUR 37,124.10; firefighters (BS-CGA), EUR 82,669; occupational accidents, EUR 345,638.30; environmental liability, EUR 2,880; firefighters, EUR 15,297.10; parking-facility workers, EUR 3,528; electric-vehicle charging points, EUR 1,260; locally elected representatives, EUR 1,445.57; and miscellaneous policies, EUR 16,117.14. Offers are evaluated separately for each lot, with price as the sole award criterion. Bidders may tender for one or more lots, but must cover every position in each lot they bid for. The motor-insurance lot covers 236 vehicles and includes compulsory third-party liability, occupant cover and/or roadside assistance; the technical specification also identifies collision, theft, fire, natural events, social and political risks, third-party liability and legal protection. The insurer must provide claims management. For the buildings-and-contents lot, the total insured capital is EUR 86,171,155.58, comprising EUR 75,964,045.76 for buildings and EUR 10,207,109.82 for contents. Core cover includes fire, storms, floods, water damage, theft or robbery, demolition and debris removal, liability and earthquakes. The deductible for storms, floods, water damage, theft or robbery and liability is 5% of the loss, with a EUR 100 minimum; the earthquake deductible is 5% of the insured capital. There is no deductible for the other listed conditions. The contract runs from 1 January to 31 December 2027. The bid deadline is 1 November 2026 at 23:59, and bids must remain valid for 120 days. The successful bidder must provide a performance guarantee of 2% of the contract price. Bids must be submitted electronically in Portuguese and bear a qualified electronic signature. Eligibility to bid requires the insurer or insurance intermediary to hold the appropriate ASF authorisation or registration to operate in Portugal.
