Personnel staffing and brokerage services

Summary

Werkom is procuring personnel staffing services through a framework agreement with two lots. Lot 1 covers temporary agency work and payroll services for functions up to salary scale 9. Lot 2 covers brokerage services for temporary professionals from salary scale 10. The framework agreement is planned for two years, with two optional one-year extensions. The supplier must recruit, pre-select and provide suitable candidates, manage payroll or staffing administration where applicable, maintain candidate records, verify qualifications and identity documents, comply with employment, tax, social-security and data-protection rules, provide digital time registration and invoicing, and support contract management and reporting. The supplier must appoint a contract manager and an operational contact person and maintain professional liability insurance of at least EUR 1,250,000 per claim or related series of claims, capped at EUR 2,500,000 per contract year. Price carries 50% of the award weighting. Service delivery carries 25%, implementation and transition 10%, and service management, contract management, reporting and social return 15%.
