Liability insurance for Bloemendaal, Heemstede, Hillegom, Lisse, Teylingen and Velsen

Summary

The contracting authorities are seeking one insurer to provide liability insurance for the municipalities of Heemstede, Bloemendaal, Velsen, Hillegom, Lisse and Teylingen. Each municipality will conclude its own insurance contract. The tender has four lots: Bloemendaal, Heemstede, Hillegom-Lisse-Teylingen jointly, and Velsen. The Velsen lot also includes work-related and non-work-related good-employer accident insurance. Coverage starts on 1 January 2027 and runs for 12 months, with up to seven mutual one-year extensions. The policies must cover the specified liability risks, claims-made and run-off arrangements, public-sector liability, construction activities, asbestos, refugee reception and other requirements in the municipal specifications. Velsen additionally requires work-related cover of up to EUR 2,500,000 per claim and EUR 5,000,000 per insurance year, plus non-work-related accident benefits of one annual salary for death and two annual salaries for permanent disability, capped at EUR 2,500,000. Bids must be submitted electronically by 2 November 2026 at 10:00. Price is the only award criterion. Bidders may submit for one, several or all lots; no variants are allowed, and the bid must remain valid for three months.
