Patient monitors and defibrillators

Summary

The tender concerns a framework agreement with one supplier for the supply, implementation, maintenance and digital integration of patient monitors/defibrillators for ambulance care. The initial requirement is 12 devices, with a maximum of 18 during the framework agreement. The framework runs for two years and may be extended three times by two years, for a maximum duration of eight years. The solution must include accessories, spare parts, consumables, mounting equipment, documentation, preventive and corrective maintenance, training, e-learning, train-the-trainer services, software and firmware updates, secure data management, back-office functionality and connectivity with the digital patient record and hospitals. The supplier must support the equipment throughout its technical life, including at least eight years of availability for parts, modules and functional support. The bid must be submitted electronically by 25 November 2026 at 12:00. Variants are not allowed, and the bid must be complete, unconditional, properly signed and submitted in Dutch or with a Dutch translation. Awarding is based on the best price-quality ratio: quality accounts for 70% and price for 30%. Quality is assessed through a maintenance and service plan, a physical user test, a connectivity test/demo and specified questions. The price evaluation uses an eight-year total cost of ownership for 12 devices. The supplier must also provide two devices for evaluation in week 49, attend the user test on 9 December 2026 and the connectivity presentation on 10 December 2026. The offer must satisfy all technical minimum requirements, which function as pass/fail conditions.
