Broker services for hiring external professionals for CBS

Summary

The tender concerns a single framework agreement with one broker acting as a Managed Service Provider for CBS. The services cover sourcing and matching external professionals, contracting, administration, invoicing, compliance, reporting and, where needed, payroll for support functions generally at Dutch government salary scale 9 or above, specialist technical roles and IT roles. Generic scale 8 agency work, internships, internal mobility, outplacement, security staff and separately procured services are outside the scope. The agreement starts on 1 March 2027 for two years, with two possible one-year extensions. Its estimated value is EUR 12,479,339 excluding VAT and its maximum value is EUR 14,462,809.92 excluding VAT over 48 months. There is no purchase obligation or turnover guarantee. Awarding uses the best price-quality ratio: quality accounts for 50% and price for 50%; the quality subcriteria are matching and placement, market conformity and added value, and compliance and risk management. The tender deadline is 30 October 2026 at 23:59. The bidder must submit the required signed forms, references, a quality plan, a price form in Excel and signed PDF, and proof of signing authority. The bidder must demonstrate insurance, financial continuity, relevant references, SNA or NEN 4400 compliance, an ISO 27001:2022-compliant or equivalent information security management system, and Waadi registration where applicable. The service must also meet detailed requirements on candidate response times, Dutch-language delivery, independent sourcing, self-employment checks, data protection, audits, reporting, incident notification, sustainability and social return.
