Specialised pathway guidance for young people aged 16+

Summary

The tender concerns specialised pathway guidance for young people aged 16 and over, implemented in The Hague. The target group is young people aged 16–27 who are known to the police and/or justice authorities, face multiple problems and whose behaviour poses a risk to public order and safety. The service must be intensive, flexible and tailored to each young person’s support needs, the complexity of the problems and the safety risk. Its objectives are to reduce the safety risk, break offending or seriously disruptive behaviour and help the young person create a stable living situation. The estimated contract value is EUR 4.8 million and the framework agreement has a maximum value of EUR 7.2 million. Tenders must be submitted by 3 November 2026 at 09:00, and electronic invoicing is required.
