Access control for the Municipality of Purmerend
Summary
The tender concerns the supply, implementation, integration, maintenance and support of an on-premise physical access control system for the Municipality of Purmerend. The solution must combine access control, Physical Identity and Access Management (PIAM) and card management, support multiple locations, integrate with HR, directory, security and facility systems, and be scalable. The initial implementation covers four main locations and must support at least 200 access points and more than 2,000 uniquely authorised persons. The estimated contract value is EUR 500,000 over 48 months; the maximum value is EUR 700,000 over that period. The contract is planned from 4 January 2027 to 31 December 2028, with up to three 24-month extensions. Tenders must be submitted electronically by 30 October 2026 at 12:00. Awarding is based on the best price-quality ratio: the solution is worth 40%, the implementation approach 30% and price 30%. Both quality criteria must receive at least a sufficient assessment. A successful tenderer must also complete a proof of concept before final award.
