Provision of postal services

Summary

The tender covers integrated postal services for the Municipality of Breda, including collection, sorting, transport and delivery of addressed mail and parcels; processing and delivery of election mail; handling returns; mailbox collection and delivery services; registered and other special postal services; and quality assurance and performance monitoring. Door-to-door distribution of municipal notices and bicycle courier services are outside the scope. A framework agreement will be concluded with one contractor for an initial period of two years starting on 1 February 2027. It may be extended twice for one year each, giving a maximum duration of four years. The maximum framework value is EUR 2,000,000, but the contracting authority is not obliged to order services up to that amount. Price is the only award criterion, and the contract is intended for the compliant tenderer offering the lowest total tender price. Tenders must be submitted exclusively online through the Mercell platform by 14 October 2026 at 13:00.
