Building team and reconstruction of the N9–Kogendijk–Helderseweg junction in Alkmaar

Summary

The tender concerns reconstruction of the N9–Kogendijk–Helderseweg junction near Alkmaar. The existing signal-controlled at-grade junction will be converted into a turbo roundabout with a bicycle and pedestrian tunnel. The selected contractor will first participate in a building team phase to further develop and optimise the design, manage risks, prepare the works and prepare a construction proposal. The estimated total value is EUR 8,500,000 excluding VAT, consisting of a EUR 500,000 target budget for the building team phase and a EUR 8,000,000 target budget for the realisation phase. The planned period is 1 March 2027 to 1 July 2028. This is a two-stage restricted procedure in which exactly five candidates will be invited to the second stage. Requests to participate must be submitted electronically in Dutch by 25 September 2026 at 12:00. The final award uses quality and price criteria; the building team phase is intended to be awarded on the basis of 100% quality, focusing on cost-efficient design, teamwork and continuity, and quality aspects based on the risk file. The contract also requires 1.5% of the total contract value excluding VAT to be used for social return purposes.
