Summary

The tender concerns the supply, implementation, hosting and management of one environmental policy application and one applicable-rules application for the municipalities of Hattem, Heerde and Oldebroek. The solution must support the requirements of the Environment Act, interfaces and standards related to the Digital Environment Act system, management of linked legal and applicable rules, security, data portability and archiving. The contract starts on 1 January 2027, runs for four years and may be extended up to three times by two years, for a maximum term of ten years. Tenders must be submitted electronically by 26 October 2026 at 10:00. Quality carries up to 800 points and price up to 200 points. The bidder must submit, among other items, a signed ESPD, a registry extract, references, an applicability declaration, an implementation plan, a draft exit plan, a draft SLA, a quality description and a completed and signed price sheet.
