Architectural services for the restoration, renovation, sustainability upgrade and adaptive reuse of the old Town Hall

Summary

This restricted procedure concerns integrated architectural and engineering services for the restoration, renovation, sustainability upgrade and adaptive reuse of the old Town Hall in Alphen aan den Rijn. The contractor must develop the design from Preliminary Design (VO) through Definitive Design (DO), Technical Design (TO) and Construction-Ready Design (UO), including permit applications, subsidy coordination, price and contract formation, technical drawings, specifications, cost advice and coordination of structural, building-services, building-physics, sustainability, fire-safety and construction-cost disciplines. The design must respect the building’s listed-monument status, be delivered in one 2D and one 3D model, and remain within the construction budget of EUR 5,500,000 excluding VAT. The estimated value of the services is EUR 310,000 excluding VAT, with an estimated duration of 25 months and a possible later addition of site management and supervision. Participation requests must be submitted electronically in Dutch by 25 September 2026 at 09:00. A maximum of five candidates will proceed to the tender stage. The subsequent award is based on the best price-quality ratio, with price and quality as award criteria. The contractor must apply a 2% social-return obligation after award and submit electronic invoices through the Peppol network.
