Support for improving the sustainability of homeowners’ associations

Summary

The tender concerns integrated support for homeowners’ associations in improving sustainability and energy efficiency in Eindhoven, Veldhoven, Best, Oirschot and Geldrop-Mierlo. The contractor must activate homeowners’ associations, provide information and coaching, prepare scenario studies, and guide associations towards a General Members’ Meeting decision on at least one sustainability measure. The target is at least 77 associations within two years: 8 in Best, 50 in Eindhoven, 5 in Veldhoven, 3 in Oirschot and 9 in Geldrop-Mierlo. The work includes campaigns, information meetings, a central contact point, local consultation hours, orientation meetings, SVVE-compliant scenario studies, coaching, monitoring and reporting. Construction works, subsidy or loan applications, quotation requests, construction supervision and permit applications are outside the scope. The contract is a framework agreement with an estimated value of €1.8 million and a maximum duration of four years, including two possible extensions of up to 12 months each. The tender deadline is 14 September 2026 at 12:00. Award is based on the best price-quality ratio, with the approach plan carrying a maximum notional discount of €540,000.
