Communication and participation plan for the energy transition in Almelo municipality

Summary

The tender concerns strategic, tactical and operational communication and participation support for the energy transition in the municipality of Almelo. The contractor must develop and help implement a communication and participation plan, produce campaigns and communication tools, support stakeholder engagement, and report on progress and effectiveness. The award is based on the best price-quality ratio, with price weighted at 35 points and quality at 65 points. The bidder must submit an ESPD/UEA, at least one relevant reference from the last three years, and key staff with at least 3 years of experience: a project manager, a communications adviser and a campaign specialist/marketer. Dutch language capability is required, as well as the ability to scale resources, ensure continuity, and work with third parties or subcontractors where applicable. The price sheet must be completed exactly as instructed, including a total of 100 hours across the two specified work packages.
