Defibrillators

Summary

The tender concerns the phased replacement of defibrillators at Maastricht UMC+, including accessories, consumables, documentation, user training, maintenance, service, updates, recalls and lifecycle support. The contract covers about 70–75 defibrillators, with an optional separate AED expansion for up to about 65 AEDs. The award criterion is best price-quality ratio. The tender is not divided into lots. The initial contract term is 4 years, with two possible extensions of 2 years each. A bidder must submit the tender electronically via TenderNed, in Dutch, using the required forms. The bid must include the UEA, the signed declaration of participation, the signed price form, the completed requirements/specifications schedule, and where applicable the combination, subcontracting, third-party reliance and joint liability declarations. Selection requirements include a recent trade register extract, liquidity evidence, liability insurance, annual accounts with an auditor’s report, reference projects, and certificates or equivalent proof for quality management, environmental management, information security and healthcare information security. The reference period for the two technical reference areas was extended from 3 to 6 years in the Q&A. Exclusion grounds are based on the UEA, GVA and tax clearance evidence, plus sanctions-related declarations and other tender document requirements.
