Hire of passenger vehicles with drivers for irregular transport

Summary

The procurement establishes a framework agreement for hiring passenger vehicles with drivers for irregular transport. Journeys will take place within Latvia, both for the administrative needs of the National Centre for Culture of Latvia and to transport education-sector participants as part of a cultural project. Approximately 100 project journeys are planned during the agreement; each journey may involve 3–80 passengers, and larger groups may require several vehicles. The framework agreement has a ceiling of EUR 60,000 excluding VAT and runs until 30 November 2027 or until the ceiling is reached, whichever occurs first. Tenderers may bid for one or more vehicle categories: a car carrying at least 4 passengers, a small minibus carrying at least 8, a minibus carrying at least 19, a bus carrying at least 48, or accessible transport with a lift for at least 2 wheelchair users. Up to 15 compliant tenderers with the lowest comparable price may be awarded a framework agreement in each category. Prices are compared using the per-kilometre rate and the hourly waiting-time rate, excluding VAT. Separate quotations will be requested from framework participants for individual journeys, with one working day to respond. The tenderer must meet registration requirements and hold a Latvian commercial passenger-transport licence when offering M2 and/or M3 vehicles. Vehicles must be roadworthy, insured and compliant with passenger-transport rules. Drivers must arrive on time, and a vehicle breakdown must be repaired within 2 hours or the vehicle replaced with a suitable one. The tender must include technical and financial offers and, where applicable, registration evidence and subcontractor, resource-availability or consortium documents. Offers must be submitted electronically in Latvian.
