Development and maintenance of the national unified geospatial information portal, geospatial data interoperability platform and regional development indicators module
Summary
The procurement covers development and maintenance of the national unified geospatial information portal (Geoportal), the Geospatial Data Interoperability Platform and the Regional Development Indicators Module. The contract runs for 48 months from the first day of service. Its maximum value is EUR 900,000 excluding VAT, and the buyer is not obliged to order services up to that full amount. The procurement is not divided into lots; bids must cover the entire scope. The bidder must demonstrate annual turnover of at least EUR 250,000 in software development and/or maintenance in each of the previous three closed financial years, together with recent, varied experience in GIS, geospatial data, data-warehouse and business-intelligence solutions, and web-based information systems. The proposed team must include specialists in project management, architecture, analysis, programming, testing and security. The bid must include the required project evidence, CVs and qualification table; bid documents must be in Latvian, and the bid must be electronically signed and submitted through the electronic procurement system. The most economically advantageous bid will be scored on maintenance-service price (50 points), development-service price (40 points) and provision of an automated problem-detection tool connected to all system environments (10 points). The financial offer must state the maximum hourly rate binding for the contract term. The bidder confirms compliance with the technical specification; any proposed equivalent solution must be explained and supported with evidence.
