Recruitment and candidate assessment services for management and highly qualified personnel locally and internationally

Summary

Riga Stradins University is seeking recruitment and candidate-assessment services for management and highly qualified personnel in Latvia and internationally. The services include recruitment planning and management, candidate sourcing and interviews, assessment of competencies and personality, reputation checks, and recruitment consultancy. Services will be ordered as needed, with no guaranteed order volume. The contract will run for 24 months or until the fee ceiling of EUR 41,999 excluding VAT is reached. By mutual agreement, it may be extended by 12 months, up to a maximum total term of 36 months. The bidder must demonstrate the required business registration, relevant recruitment experience from the last three years, and access to at least two qualified specialists, with documentary evidence for experience and competence. The offer must include the required declarations, a technical offer, and prices for every item in the financial offer. The evaluation awards up to 100 points: recruitment in Latvia 15, recruitment in Europe 10, the percentage fee for headhunting 10, reputation checks 25, in-depth candidate assessment 30, and the hourly consultancy rate 10. Lower prices score more points in the relevant price criterion.
