Occasional passenger transport services for institutions of Smiltene Municipality

Summary

The tender concerns non-scheduled passenger transport services for institutions of Smiltene Municipality. It is divided into five lots by vehicle capacity: up to 8, 9–19, 20–36 or 37–51 passengers, and up to 8 passengers with space to carry bicycles in the vehicle. Bids may be submitted for one, several or all lots. Journeys will take place in Latvia and, where needed, in Lithuania, Estonia and elsewhere in the European Union; departures and returns are from within Smiltene Municipality. This is a 12-month framework agreement, which may be extended until its term expires or the agreed total value is reached. The authority may conclude the framework agreement with up to six suppliers for each lot. Services will be ordered as needed, and for each journey the authority will select the lowest-priced suitable framework participant. Prices are based on a rate per kilometre in Latvia and in EU countries, and, where applicable, an hourly waiting-time rate. Bids are ranked in each lot by the total of the evaluated price items. The bidder must be able to provide a vehicle meeting the technical requirements and a qualified driver holding a category D driving licence, code 95 and a valid medical certificate. Drivers must speak Latvian; journeys outside Latvia require at least two drivers. Prices must include the costs necessary to provide the service.
