Maintenance and enhancement of the vehicle and container automatic identification system

Summary

The Latvian State Revenue Service is procuring maintenance and enhancement of its vehicle and container automatic identification system. The work covers maintenance of the central system node and equipment, software and licences at customs and border-crossing locations; regular technical servicing; fault repair; and, where needed, equipment repair or replacement. Software development and changes will also be ordered. The system must identify vehicle registration plates, container numbers and country codes with at least 95% accuracy; accuracy for other specified vehicle and cargo attributes must be at least 80%. The service must ensure 24/7 availability, with downtime not exceeding 120 hours in any three-month period. The estimated contract value is EUR 1,409,090 excluding VAT. The bidder must meet financial, experience and staffing requirements, including average annual turnover of at least EUR 200,000, experience maintaining and enhancing at least one relevant system, and a team with the required qualifications. The offer must cover the entire procurement. Evaluation awards 75 points for the total price, 20 for the price per person-day and 5 for equipment prices.
