Replacement of an air compressor and air dryer and reconfiguration of the existing system

Summary

COMUE de Toulouse is procuring a new 90 kW variable-speed screw compressor and a 1,500 m³/h adsorption air dryer for the compressed-air system at the Rangueil university campus in Toulouse, including delivery, installation, connection, testing and commissioning. The works also include installing a temporary mobile compressor to maintain the 24/7 compressed-air supply during the works; reconfiguring the existing 110 kW compressor and hybrid dryer as standby equipment; and removing and taking away the existing 75 kW compressor and standby dryer. The bid must state the buy-back value of the removed equipment, which will be deducted from the total bid price. The new compressor must integrate with the existing system and support automatic cascade operation. The dryer must achieve a pressure dew point of up to –70°C and air quality class 1-1-1 under ISO 8573-1. The entire contract must be completed within three months of award, with equipment installation taking no more than two weeks. The contract will be performed at the Rangueil university campus in Toulouse. A site visit is mandatory and is scheduled for 9 October 2026 at 09:00. The bid submission deadline is 26 October 2026 at 12:00 Paris time; bids are to be submitted at least 24 hours before the deadline. Bids will be assessed on price (50%), technical quality (40%) and sustainable development (10%). The contracting authority may negotiate or award the contract without negotiations.
