Support for Newly Retired People through Web Conferences, Group Workshops and Individual Guidance

Summary

The procurement will establish framework agreements for up to 36 months to support people newly retired from work throughout France. It is divided into two lots: Lot 1 covers informational web conferences and remote group workshops; Lot 2 provides individual support to newly retired people in vulnerable situations. For Lot 1, the provider will run three-web-conference cycles and programmes expected to comprise four workshops of up to two hours each, helping participants adjust to retirement, develop a life plan and action plan, and, where needed, access individual support. Lot 2 is for people who need one-to-one assistance. Indicative total volumes over the contract term are 2,000 web-conference participants, 1,000 workshop participants and 100 individual-support beneficiaries; these estimates do not commit the buyer to orders. The provider will design and deliver the service, including participant outreach and registration, online arrangements, facilitation, learning materials, referrals to suitable services, monitoring and reporting. Delivery must cover France, including its overseas territories. Staff must have relevant qualifications and experience; digital arrangements must be secure and accessible to older people; continuity, confidentiality and personal-data protection are required, and commercial solicitation of beneficiaries is prohibited. The contractor must provide monthly activity reports and quarterly evaluation reports, among other deliverables. Bids must include a completed unit-price schedule and estimated-quantity schedule, a lot-specific technical proposal and a social-responsibility questionnaire. Evaluation assigns 35% to price, 55% to technical quality and 10% to social responsibility. Bidders must evidence valid professional liability insurance and provide turnover information for the last three available financial years, workforce and management-staff figures for the last three years, and education and professional qualification details for responsible staff; no minimum turnover is specified. The technical proposal must use the buyer’s template and be no longer than 30 pages, excluding references and CVs, in Arial 11-point type with 2.5 cm margins. Offers must be submitted electronically in French by 20 October 2026 at 12:00. Bidder-initiated variants are not permitted.
