Printing and mailing services for Ined

Summary

The procurement covers printing, finishing, personalisation, packaging and delivery for the National Institute for Demographic Studies (Ined), including mailing preparation and dispatch for certain lots. The three lots are: (1) printing and mailing various documents, (2) printing books, and (3) printing and mailing the journal Population. This is a single-supplier framework agreement with no minimum volume and maximum values over the full contract term of EUR 260,000 for Lot 1, EUR 65,000 for Lot 2 and EUR 32,000 for Lot 3, excluding VAT. The initial term is one year from 1 January 2027 or, if later, the notification date. It may be renewed three times for one year each, but cannot continue beyond 31 December 2030. Bidders must provide turnover information for the last three available years, workforce figures and descriptions of equipment and quality arrangements, as well as a list of comparable services performed during the last three years. The bid must include completed technical and financial submissions, the required samples and a description of environmental measures to be applied during contract performance. For Lot 1, the contractor must provide 300 hours of social-inclusion work over the contract term. Evaluation assigns 60 points to price, 30 to technical quality and 10 to environmental performance. Bids must be submitted electronically in French by 30 October 2026 at 18:00.
