Framework agreement for the supply of road de-icing materials – Lots 1 and 2

Summary

The City of Troyes is seeking a two-lot framework agreement for materials used to prevent ice on roads and public spaces: Lot 1 covers loose road de-icing material, and Lot 2 covers bagged de-icing salt. Orders will be placed as needs arise, with no minimum volume. The annual maximum is €25,000 excluding VAT for Lot 1 and €10,000 excluding VAT for Lot 2. The agreement runs for one year and may be renewed three times for one year each, for a maximum total term of four years. Delivery is due within 15 working days from April to October and within 72 hours from November to March, from receipt of the order. Bids must be submitted electronically in French by 26 October 2026 at 17:00. Each bid must include a fully completed unit-price schedule, a quantitative estimate, environmental information on production, storage and transport, and technical data sheets for the proposed products. Rock salt for road use must be a natural product; only the necessary non-toxic anti-caking treatment is permitted, and disposable pallets must be biodegradable. Bids will be evaluated on price (70%) and environmental value (30%).
