Preparation and delivery of chilled meals for home delivery
Summary
The contract covers the preparation, supply and home delivery of chilled meals for people aged 65 and over and for people with disabilities or recovering for medical reasons in Le Coudray-Montceaux. The contractor will plan menus, source ingredients, cook the meals, package each component separately, transport them and distribute them to recipients’ homes. A standard meal includes soup, a starter, a protein-based main course, a side dish, a dairy product or cheese, dessert and 125 g of bread. The service must accommodate medically prescribed diets and suitable food textures and must operate without interruption. This is a single-supplier framework agreement with no minimum order volume and a maximum value of EUR 50,000 excluding VAT. It starts on 1 January 2027 for 12 months and may be renewed three times for one year each, up to a maximum term of four years. The indicative volume is 150–400 meals per month, averaging 5–13 meals per day; volumes may be lower on weekends and public holidays. Meals must be delivered to recipients’ homes before 12:00 in vehicles that maintain the cold chain, including on weekends and public holidays. Bids must be submitted electronically by 26 October 2026 at 12:00. Evaluation is based on price (50%), technical quality (40%) and environmental performance (10%). Bidders must submit the required evidence of business capacity and a technical proposal describing menus, delivery arrangements, special diets and environmental measures.
