Installation of geosynthetics and geomembranes at the Berbiac non-hazardous waste disposal site
Summary
The tender covers the installation of geosynthetic materials and geomembranes at the Berbiac non-hazardous waste disposal site in Manses. The works include constructing the sealing and drainage system for the site cover, including geotextiles, an HDPE geomembrane, a drainage geocomposite and slope soil-retention material. The HDPE geomembrane must be at least 2 mm thick and have permeability below 1 × 10⁻¹⁵ m/s; the drainage geocomposite must have a specified areal mass of 800 g/m², and the layer intended to protect the base must be 6 mm thick. Transverse overlaps must be at least 0.50 m, and the three-dimensional soil-retention material on the slope must be covered with 20 cm of soil. The contract is not divided into lots, alternatives are not permitted, and the contract duration is 18 months. Bidders must attend a mandatory site visit no later than one week before the bid deadline and include the signed visit certificate with their bid. The bid must include the completed contract commitment form, the unit-price schedule, and the completed technical questionnaire with the requested technical data sheets and certificates. Bids must be submitted electronically in French and in euros by 22 October 2026 at 17:00. The contractor must meet the environmental conditions, including reuse or proper recycling of materials, sorting and documenting waste management, and planning deliveries to reduce transport distances and emissions. The award criteria are price (45 points), technical value (50 points) and construction-waste management (5 points).
