Washing and disinfection of bring-bank waste containers

Summary

The procurement is for a three-year framework agreement, starting on 15 February 2027, to wash and disinfect household-waste bring-bank containers in the Lamballe Terre & Mer area. It has two lots: Lot 1 covers above-ground containers and Lot 2 covers underground containers for glass, recyclable packaging and residual household waste. A separate framework agreement will be awarded to one contractor for each lot. Bidders may apply for one or both lots but must submit a separate offer for each. The maximum value is EUR 112,000 excluding VAT for Lot 1 and EUR 80,000 excluding VAT for Lot 2. Payment is based on unit prices, and services are ordered as required. The contractor must wash the containers inside and out, clean the surrounding areas and remove graffiti. Above-ground containers are to be washed at least once a year, and underground containers once or twice a year at the contracting authority’s request. For underground containers, the service also includes pumping out accumulated liquids. The contractor must provide a specialised washing vehicle fitted with a crane and gripping attachment, together with a driver-operator. The contractor supplies the water and the cleaning, deodorising and disinfecting products, and must collect wash water and waste residues for proper treatment. Wastewater and washing residues must not be discharged into the natural environment. The bidder must also plan for safe working practices, staffing and equipment, and waste-residue treatment. Bidders must provide overall turnover for the three most recent available financial years and references for their main services over the last three years, including each service’s value, date and client; no minimum turnover is specified. The offer must include the completed commitment form and annex, completed unit-price and estimated-quantity schedules, a technical memorandum and an environmental performance statement. Disinfectants must be at least 90% biodegradable under OECD 301, contain no CMR or PBT substances, and carry an environmental label; a current safety data sheet must be supplied before use. Offers are evaluated on price (60%), technical merit (30%) and environmental performance (10%). Offers must be submitted electronically in French and in euros by 28 October 2026 at 15:00.
