Supply of office supplies and paper to the City of Toul and its partners

Summary

The procurement covers the supply of office supplies and small office equipment, as well as paper, to the City of Toul, the Toul Community Social Action Centre and OPH Toul Habitat. It is divided into two lots: (1) office supplies and small office equipment; and (2) paper. Bids may cover both lots. A separate call-off framework agreement will be awarded to one supplier for each lot. The initial term runs from 1 January to 31 December 2027. It may be renewed in successive one-year periods up to three times, for a maximum total term of four years. The notice states an estimated total value of up to EUR 168,000 and an estimated value of EUR 21,000 for each lot. Minimum orders and surcharges for small orders or invoices are not permitted. Tenderers must submit a price catalogue, a unit-price schedule and the required samples. For the office-supplies lot, samples are required for the products identified in the price schedule. For the paper lot, the bid must include free samples of white A4 and A3 paper (both 80 gsm) and coloured 160 gsm paper. White paper must meet the minimum technical specifications in the tender documents or equivalent requirements. Evaluation is based on price (50%), technical merit (40%) and environmental and sustainability performance (10%). Bids must be submitted electronically in French and in euros by 2 November 2026 at 12:00. Bids remain valid for 120 days. Compliance with the environmental conditions is mandatory; variant bids are not permitted.
