Maintenance and repair works for public lighting and traffic signal systems in Pantin
Summary
The City of Pantin is procuring a single-provider framework agreement for the maintenance of public lighting and traffic signals, including preventive and corrective maintenance, emergency call-outs, repairs, renovation and network extensions. The work also includes the supply of relevant equipment and materials and, where required, work on access-control bollards and related equipment. Orders will be issued for work in Pantin. The initial term is one year, with three possible 12-month renewals, up to a maximum of 48 months. The maximum total value is EUR 20 million excluding VAT, equivalent to EUR 5 million for each contract period. The bid must include prices, method statements for both case studies, and a technical memorandum addressing the team, equipment, maintenance arrangements, 24/7 on-call service, fault-location resources and environmental measures. A site visit is mandatory on 27 October 2026 at 10:00, and the signed visit certificate must be included with the bid. The submission deadline is 3 November 2026 at 12:00. Bids must be submitted electronically in French and in euros. Evaluation awards 50 points for technical quality, 40 for price and 10 for environmental performance. The contract includes a social-inclusion performance condition requiring 1,450 hours of work per year for people on pathways into employment.
