Mandatory technical inspections of vehicles and mobile equipment

Summary

The procurement covers mandatory technical inspections of vehicles and mobile equipment maintained by the SMAV mechanical garage, divided into five lots: inspections of passenger cars; inspections of heavy goods vehicles; checks of heavy goods vehicles in preparation for their roadworthiness inspection; mandatory checks of vehicle equipment and machinery; and checks of the high-pressure circuit in compressed natural gas vehicles. Each lot is a single-supplier framework agreement performed through orders. Each agreement runs initially for 12 months and may be tacitly renewed three times for 12 months each, for a maximum total term of 48 months. There is no minimum volume. The annual maximum, excluding VAT, is EUR 8,000 for Lot 1, EUR 10,000 for Lot 2, EUR 10,000 for Lot 3, EUR 12,000 for Lot 4 and EUR 10,000 for Lot 5. Inspections for Lots 1–3 take place at the contractor’s premises; work under Lots 4 and 5 takes place at SMAV sites. Bids must be submitted electronically. For Lots 1–3, the evaluation assigns 70 points to overall cost, 20 to technical merit and 10 to environmental criteria; overall cost is assessed using the DQE and the per-kilometre transfer cost. For Lots 4–5, price is worth 70 points, technical merit 20 and environmental criteria 10. Technical merit covers organisation and scheduling, response times, inspection stages, report delivery times, staff and equipment. Environmental assessment covers reducing resource and consumable use, preventing and managing waste, and using digital processes to reduce printing.
