Framework agreement for emergency accommodation nights in the Centre-Val de Loire region

Summary

The procurement covers the purchase of emergency accommodation nights from hotels for people and families in precarious or vulnerable circumstances in the Centre-Val de Loire region. The framework agreement has six geographic lots: Cher, Eure-et-Loir, Indre, Indre-et-Loire, Loir-et-Cher and Loiret. Bidders may tender for one or several lots, with no limit on the number of lots awarded to one bidder. Up to 10 suppliers may be appointed per lot. Orders will be placed as needs arise, according to the ranking of offers; there is no minimum volume or guaranteed spend. The initial term is 12 months, with three possible 12-month renewals, for a maximum total term of 48 months. At the time of bidding, the bidder must already identify at least one hotel room or apartment that can genuinely be mobilised in the area of each lot bid for, and prove the accommodation capacity with photographs. The offer must include a completed unit-price schedule and technical response form, photographs of the accommodation and a catalogue of prices charged to the public. Other required documents include a favourable report from the latest fire-safety inspection, a copy of the establishment’s safety register and the documents specified in the tender documents. Suitability is assessed in part on similar services delivered during the previous three years, turnover, staffing and insurance; no minimum turnover is stated. Offers are scored on price (45%), technical quality (40%) and environmental performance (15%). Offers must be submitted electronically by 20 October 2026 at 5:00 p.m. Paris time.
