Concession for drinking water and collective sanitation services

Summary

The procurement covers concessions for the public drinking water service and the collective sanitation service of the Touraine Vallée de l’Indre community of municipalities, divided into two lots. A bidder may apply for one or both lots; separate application and offer files must be submitted for each lot, at the same time. The concession contracts start on 1 January 2028 and run for nine years. The estimated value is EUR 38 million excluding VAT for each lot, or EUR 76 million in total. The concessionaire assumes the operating risk, must ensure continuity of service and respond to incidents as quickly as possible; the contracting authority will provide the facilities needed to operate the services. A joint site visit is mandatory for each lot separately. Offers must be submitted electronically by 12:00 on 15 January 2027.
