Guarding and remote-monitoring services

Summary

The procurement covers guarding and remote-monitoring services for CARSAT Normandie premises across the Normandy region and is arranged as a single lot. The work comprises on-site security staff and patrols at the Rouen headquarters and DRSM building, alarm-response services at five specified locations, ad hoc guarding assignments at all sites, and 24/7 remote monitoring of intrusion and fire alarms. The required response time is up to 30 minutes for fire alarms and up to 60 minutes for intrusion alarms. On a typical working day, morning guarding lasts six hours and the evening closing patrol lasts two hours; patrols must be completed and incidents and alarms recorded. This is a single-supplier framework agreement with a total ceiling of EUR 300,000 excluding VAT. There is no minimum volume for order-based Missions B and C, which have a ceiling of EUR 50,000 excluding VAT. The contract runs for one year from the actual start of services, expected between 1 and 5 March 2027, and may be renewed three times for one year each, for a maximum total term of four years. Bids must be submitted electronically by 27 November 2026 at 17:00. Applicants must provide evidence of the required professional, technical, economic and financial capacity, valid security-sector approvals and staff qualifications, and must visit the headquarters or confirm in their bid that they have full knowledge of the site. Bids are evaluated on technical merit (60%) and price (40%).
