Revision of the Intermunicipal Local Urban Plan of Pays des Abers

Summary

The tender concerns the preparation and delivery of all documents required for the revision of the intermunicipal local urban plan of Pays des Abers, through approval and entry into force. The assignment also includes digitising the plan in the required CNIG format and uploading it to the national urban planning geoportal. The contract is not divided into lots, is expected to start after notification in November 2026 and may last no longer than 23 months, excluding validation periods. Bidders may submit individually or as a consortium. The team must cover urban planning, housing and architecture, landscape and spatial planning, mobility, environment, cartography and GIS, and participation and communication. The lead member must act as project manager and have urban planning expertise. Paper submissions are not accepted, electronic signature is not required at submission, variants are prohibited, and documents must be in French with amounts stated in euros. Offers remain valid for 120 days. Evaluation is based on technical quality at 60% and price at 40%; there will be no negotiation.
