Advisory support for preparing the Autonomy Plan 2027–2032

Summary

The tender concerns advisory services for preparing Martinique's Autonomy Plan for 2027–2032. The work has three phases: a review of policies implemented between 2020 and 2026 (6 weeks), a shared territorial diagnosis and forward-looking analysis (10 weeks), and preparation of the autonomy plan, operational action plan and institutional consultation (8 weeks). The maximum overall contract period is 12 months. The contractor must produce analyses, engage older people, persons with disabilities, carers, public authorities and other stakeholders, and deliver reports, mapping, an action plan and the final plan. The tender must be submitted electronically in French by 1 October 2026 at 12:00 Martinique time. Technical quality carries 60% and price 40% of the evaluation.
