Maintenance, periodic servicing and corrective works for HTA-LV transformer substations in built-up properties

Summary

The tender concerns a mixed framework agreement for the annual maintenance, periodic preventive maintenance, inspections, cleaning, testing and corrective works for HTA-LV transformer substations and associated low-voltage equipment in municipal buildings in Val-de-Marne. The known sites are the Centre Nautique, Stade/Victor Hugo school group and Pavillon Baltard, although the site list may change during the contract. The contract is for one year from notification and may be tacitly renewed twice, for a maximum duration of three years. It has a fixed annual maintenance component and a variable call-off component for corrective, preventive, refurbishment and new installation works, with no annual minimum and a maximum of EUR 40,000 excluding VAT for the variable component. The estimated total value is EUR 180,000 excluding VAT. The contractor must provide qualified personnel, electrical safety authorisations, suitable equipment, dielectric analysis by an approved laboratory where applicable, thermographic inspections, reports and safety measures. A 24/7 on-call service with intervention within four hours is required, while ordinary breakdown requests must be handled within three hours. Offers must be submitted electronically in French and euros by 2 October 2026 at 20:00. Award criteria are price (45 points), technical value (40 points), execution and delivery times (10 points) and environmental approach (5 points).
