Voluntary collective insurance for employees covering incapacity, disability and death

Summary

The tender concerns a voluntary collective insurance scheme for the public-law employees of the National Agency for Continuing Professional Development. The coverage must address death, total and irreversible loss of autonomy, temporary or permanent incapacity for work, permanent disability and additional assistance guarantees. The insurer must design and implement the scheme, inform employees, manage affiliations and contributions, process benefits and claims, support insured employees, provide reporting and maintain secure, GDPR-compliant administration. The contract has an initial duration of one year, may be renewed three times for one-year periods, and may therefore last up to four years. The intended start date is 1 November 2026. The agency contributes 50% of each subscribing employee’s premium, subject to the annual maximum budget. Offers must be submitted electronically in French and euros by 29 September 2026 at 12:00 and remain valid for 90 days. Offers are assessed on technical value (55 points), environmental performance (5 points) and price (40 points). The technical response must address the minimum coverage levels, implementation plan, service management, exclusions, deductibles, waiting periods, claims handling, data security, reporting and environmental commitments.
