Extension of the badge-based access control system for the SDIS property portfolio

Summary

The tender concerns a four-year framework agreement for extending the badge-based access control system across the SDIS property portfolio. The scope includes supply, installation, connection and commissioning of access readers, controllers, power supplies, batteries, push buttons, electromagnetic locks, electric strikes, badges and related cabling. The framework is not divided into lots and may have between 1 and 3 providers. The maximum total value is EUR 580,000 excluding VAT. The agreement starts on 1 January 2027, or on the notification date if later. Annual schedules will determine the sites and quantities, and all services must be completed, accepted and invoiced no later than 15 November of the relevant year. The submission deadline is 7 October 2026 at 17:00. Bidders must submit the required application information, the priced unit-price schedule, the applicable catalogue discount and a technical proposal describing implementation and environmental measures. Electronic submission is required. The award and subsequent order allocation take account of technical ranking, the most advantageous price and provider availability. Equipment must be documented in French, comply with the technical documents and be covered by at least a two-year warranty after acceptance.
