Supply and Implementation of an IP Telephony Solution
Summary
The tender covers the supply and implementation of a modern IP telephony solution for the Commune of Wattignies and its associated sites. The contract includes hardware, software, a hosted virtual PBX, SIP trunking and channels, number portability, architecture design, installation, configuration, training, documentation, warranty maintenance and ongoing maintenance. The solution must support approximately one hundred users and provide unified messaging, interactive voice response, call queues, statistics, SMS, video conferencing, screen and document sharing, mobile access and web administration. It must be hosted in a Tier III or higher data centre located in the European Union, with platform availability of at least 99.95% on a 24/7/365 basis. Communications must be secured and encrypted. The contract starts upon notification for one year and may be expressly renewed for up to four additional one-year periods. Offers must be submitted electronically by 1 October 2026 at 12:00 and remain valid for 120 days. The contract includes one mandatory additional service option for business continuity, and variants are not permitted. Award criteria are price (30%), technical value (60%) and implementation time with a delivery schedule (10%).
