Subscriptions to printed and/or electronic periodicals and legal databases

Summary

The tender concerns a framework agreement for supplying, managing, renewing and monitoring subscriptions to printed and electronic periodicals and legal or documentary databases. The service provider must handle publisher relations, continuity of subscriptions, renewals, deliveries, access codes, invoices, missing issues and complaints, and must provide an online tool for monitoring subscriptions, invoices and complaints. The agreement starts on 1 January 2027 for one year and may be renewed three times for one year, with a maximum total duration of four years. There is no minimum order volume and the total maximum is EUR 100,000 excluding VAT. The deadline for submitting offers is 28 September 2026 at 11:30. Offers must be submitted electronically in French. Technical quality accounts for 60% of the evaluation and price for 40%.
