Advisory support for procuring supply, operation and maintenance contracts for the thermal installations of the Creuse department

Summary

The tender concerns advisory support for preparing one or more future contracts covering the supply, operation and maintenance of the thermal installations of the Creuse department. The assignment has five phases: mission preparation and site visits; technical study and definition of the future contract or contracts; preparation of the procurement documents; support during the procurement procedure and analysis of tenders; and support at the start of the new contract or contracts and during the takeover period for the installations. The work will take place mainly at the departmental council’s premises, with some deliverables potentially prepared at the contractor’s premises. Certain activities require on-site attendance. The indicative start is November 2026 and the planned total duration of the phases is no more than 12 months. The future thermal-installation contracts are expected to enter into force on 1 January 2028. The tender must include a detailed timetable, methodology, deliverables and an indication of in-person and remote working days. Tenders must be submitted electronically by 25 September 2026 at 12:00. The award criteria are technical quality (50%), price (40%) and environmental approach (10%).
