Evaluation of efforts to promote vitality in Eastern Finland

Summary

The procurement concerns an evaluation of efforts to promote vitality in Eastern Finland. The work must assess how Finland’s CAP Plan 2023–2027, the Finnish programme of the European Maritime, Fisheries and Aquaculture Fund 2021–2027, the EU regional and structural policy programme “Innovative and Skilled Finland 2021–2027”, and national measures directed at Eastern Finland by the Marin and Orpo governments have responded to changing regional needs and supported the area’s vitality. The evaluation must consider the measures’ effectiveness, impact and relevance, as well as how the programmes work together and create synergies. It covers South Karelia, South Savo, Kainuu, Kymenlaakso, North Karelia and North Savo. The deadline is 5 November 2026.
