Analysis and modelling of energy system scenarios for Germany

Summary

The tender concerns the analysis of long-term energy-system developments in Germany and the modelling of related scenarios. The work includes analysing existing energy-system studies, developing at least two consistent trend narratives, modelling at least four trend scenarios, carrying out sensitivity analyses and publishing the results online. The model must cover electricity, heat, hydrogen and derivatives, energy demand, infrastructure and economic decisions; the time horizon must extend at least to 2050 and use five-year steps with at least hourly modelling for selected years. The contract will run for three years. The bid must be submitted in German by 6 October 2026 at 23:59. The successful bidder must provide the required references, a central contact person and core team, a work-organisation concept and a detailed implementation concept. Bids will be evaluated on quality (70%) and price (30%).
